Government Approves INR 84,084 Crore Offshore Oil and Gas Exploration Scheme
The Union Cabinet has given its approval to the National Offshore Exploration Scheme, ‘Samudra Manthan’, at an estimated cost of INR 84,084 crore to enhance India’s energy security and increase domestic oil and gas output by FY2030-31.
On July 31, the National Offshore Exploration Scheme, or "Samudra Manthan," was authorised by the Union Cabinet, which is headed by Prime Minister Narendra Modi. The total allowed expenditure for the scheme's implementation up to FY 2030–31 is INR 84,084 crore. The plan will improve India's energy sector at a time when the globe is experiencing energy shocks as a result of geopolitical troubles.
An important milestone in ensuring India's energy security has been achieved through the Central Sector Scheme of the Ministry of Petroleum and Natural Gas. In light of this, a Cabinet statement states that the ministry would speed up domestic exploration and production, promote technological leadership, and advance the vision of Viksit Bharat.
How Samudra Manthan Scheme will Operate?
More than 600 million metric tonnes of oil equivalent (MMTOE) are expected to be added to reserves under the "Samudra Manthan" project. The plan is set to boost domestic oil and gas output, create a lot of jobs, and boost offshore exploration activity significantly. Make in India and Atmanirbhar Bharat will also benefit from this, as it will encourage domestic production. Beyond that, it will encourage the development of an offshore ecosystem that can compete on a global scale. Significant investments are anticipated to be stimulated across the exploration and production value chain by the project.
According to the official statement, this will lead to industrial development, innovation, and economic expansion in the long run. The Cabinet has stated that the plan includes a wide range of initiatives throughout the value chain of offshore exploration. Additionally, it enables rapid deepwater and ultra-deepwater exploratory drilling, as well as the massive capture, processing, and interpretation of high-quality seismic data. An integrated Oil and Gas Manufacturing and Services Zone, common offshore production and evacuation infrastructure, and scientific drilling in frontier basins are all part of the scheme.

Dedicated funds for digital programme administration, capacity development, and technology adoption are also part of the initiative. Stakeholder participation and global outreach are also backed by the scheme. Consequently, the country's offshore exploration and production can be expedited by establishing an integrated ecosystem. The upstream industry has been the focus of revolutionary government reforms during the last decade.
Among these changes are the following: the National Data Repository will be strengthened; the legal and contractual framework will be updated; and nearly all offshore land will be opened for exploration. According to the press announcement, Samudra Manthan will bring about a new era of faster offshore exploration by using state-of-the-art infrastructure, innovative technology, and strategic public investments.
