A new and ambitious industrial policy has been unveiled by the Haryana government. Massive investment, the creation of lakhs of jobs, and the promotion of cleaner transport in the National Capital Region (NCR) are all goals of the policy. On 18 May, the State Cabinet put the "Make in Haryana Industrial Policy 2026" to approval.

Within the next five years, the new policy aims to generate new investments totalling INR 5 lakh crore and generate employment opportunities for 10 lakh people. Nayab Singh Saini, the chief minister, presided over the cabinet meeting. In an effort to improve air quality in the National Capital Region (NCR) of Haryana and decrease pollution, the government has approved new regulations for app-based taxi and delivery services alongside the industrial policy.

Making Haryana an Eco Friendly State

As of January 1, 2026, all newly acquired vehicles used by aggregators, delivery service providers, and e-commerce entities operating in NCR areas are required to run on CNG or other cleaner fuels, or be powered by electricity or batteries, according to the revised regulations. Also, it was mentioned that in NCR areas, new inductions into existing fleets can only be of CNG or electric autorickshaws.

A thorough regulatory framework for app-based passenger aggregators and delivery service providers in Haryana was also approved by the Cabinet as part of the Haryana Motor Vehicles Rules. This rule will be replaced with Rule 86A. The statement lists the following new provisions: insurance for drivers and passengers, standards for onboarding drivers and vehicles, passenger safety measures, methods for resolving grievances, training programs (both initial and refresher), cybersecurity compliance for applications, and fare regulation.

Vocal for Local with Hike in Employment Subsidy

The government has dramatically raised the employment subsidy in an effort to persuade businesses to recruit young people from the area. For the next decade, businesses in Haryana can receive up to INR 1 lakh per employee if they hire young people through the Haryana Kaushal Rozgar Nigam website.

Incentives for R&D and capital subsidies for new industries are also part of the programme.
