Rajasthan Pollution Board Directs Carlsberg Plant Closure Before IPO
The RSPCB has cancelled operating consent for Carlsberg India & ordered the shutdown of its Alwar brewery for serious pollution violations. An investigation detected particulate matter emissions of 633 mg/Nm³, almost eight times the allowed level.
Before its planned India IPO, the Rajasthan State Pollution Control Board (RSPCB) revoked the operating permit of Danish brewer Carlsberg India and ordered the facility's shutdown in Alwar. Particulate matter emissions were discovered to be nearly eight times the allowed limit during a regulatory check.
There was insufficient communication between the emission monitoring system and the Central Pollution Control Board (CPCB), which was also revealed during the inspection. A copy of the RSPCB ruling shows that samples taken during a CPCB inspection in July 2026 had a particulate matter content of 633 mg/Nm³, which is higher than the authorised limit of 80 mg/Nm³.
RSPCB Putting Strong Vigilant on Carlsberg Plant
The facility's permission to operate was granted by RSPCB in April 2024 and will be valid until October 31, 2028. Nonetheless, the Board delivered a show-cause notice in August 2025, demanding that the consent to operate be revoked due to particulate matter emissions that were higher than the allowed limit and accusing data tampering involving OCEMS. In March of 2026, before the facility was inspected in July, CPCB gave instructions on the stack-emission monitoring infrastructure, as stated in the order that followed this occurrence.
From September 17th to the 23rd, 2026, this facility was one of 648 industrial units with an OCEMS data availability below 85%. This went against the rules that the CPCB had set down for systems that monitor emissions continuously. The Central Pollution Control Board (CPCB) ordered the respective state pollution control boards and the Delhi Pollution Control Committee to seal and immediately shut down the affected plants in the same month.
Furthermore, RSPCB brought attention to the fact that, falling short of the required 85%, the facility only transferred emissions-monitoring data to the CPCB's Online Data Acquisition and Management System portal at a rate of 35.12%. The order for closure and consent revocation was issued by RSPCB in October 2026. The facility is to be shut down per the Board's directive, which also instructed the local electrical distribution company to cut power. In addition, it has instructed its regional office to seal any applicable production activities and equipment and guarantee compliance with the closure order.
Carlsberg India’s Operations
The seven owned breweries spread over Rajasthan, Haryana, Himachal Pradesh, West Bengal, Karnataka, Maharashtra, and Telangana, as well as the eight co-manufacturers, make up Carlsberg India's network, as stated on the corporate website. In March 2008, the business grew by opening a second brewery in Alwar.
In July 2026, the Danish brewer secretly submitted a prospectus to SEBI for its Indian subsidiary's potential initial public offering (IPO). Hence, aiming to generate up to $700 million (about 6,600 crore). The transaction is anticipated to be structured as an OFS, meaning that the parent firm will receive the funds. On October 1, SEBI gave its approval for the confidential pre-filing.
